What you could do is take it to get hydo tested. If it passes then take that for what it's worth and make your own decision if you want to keep using it. If you do decide to replace it, you can just buy a new tank and remove the reg from the tank you have now and put it on your new tank.
Call AFC, but I don't want to be the bearer of bad news, but I work with carbon fiber, and I know that once the resin gets damaged, there isn't much you can do unless it is fixed properly. That will not be safe to use, since the crack in the resin can cause it to leak or even break apart.
I would tell you to call whoever made the tank and tell them what happened, and see if they can fix it, or know someone who can.

Yes, there are ways, but with the shape of the tank, it would be difficult. You would have to know the type of fiber, resin, resin mixture, the warp direction of the fiber, and you would need vacuum bagging equipment to fix it. So, it would be cheaper just to buy a new tank, trust me.

No, it's not the material as much as it is how much of the fiberglass or carbon fiber, the warp directions, and the type and amount of resin. I will say that carbon fiber is a little more durable than fiberglass, but, it depends on the amount of material, the resin, and the method that it was made. Remember, I work with composites, so I know a little about it.
